Counts are what each careers board was carrying at the last scan, the whole board, not the roles that clear a profile. A dash means the board returned nothing at that scan, and we now say which kind of nothing: an employer with no open roles reads differently from a board we could not reach, and only the second is our problem. Either way the employer stays in the sweep and gets retried. The region filter counts each employer's live roles by region, so an employer hiring in three regions appears under all three and the count column then shows that region's roles rather than the global total.
